If you cover below points have good chance to win:
1) You said watches are authentic, so you must be having your purchase slip and all.
2) If these are authentic, probably can match by code/serial from inside. Ask him to provide or get confirmation letter from supplier.
3) You also deliver him samples, so they must be matching with your delivery.
And for all above preparetion you need lawyer support. Also get a proper letter from your partner as using his pp on his behalf, ( kind of power of attoney ) .
But i also assume, a good businessman won't backfire such amount ( on legal ground) until pissed on really some issue.

why would some established US wholesaler/distributor/reseller order 500 BRANDED (Michael Kors) watches from someone in UK he does not know who ordered from CANADA,unless the prices are too good to be true?
And after filing dispute with his cc issuer (not Paypal),he wants more -Seiko watches.!
If these are genuine Michael Kors/Seiko watches,the manufacturers must have records whom they sell to and that buyer must have an account with them.

Man, it seems like you sold a junk product and did not expect any blowback. 3.7% returns means really bad items.
I feel sorry for you but in all honesty, your buyer seems to have a valid complaint. I know if I purchased a product and was getting 3.7% returns, I would be contacting my financial institute to get my losses and reputation back.

Not sure what exactly, but you better fix it because for $62k, PayPal is likely to turn this debt over to their legal recovery if not resolved in your favor.

He is in UK,he is using a US friend 's paypal account to accept payments.
His friend is not going to pay,he will walk away but get letters and phone calls from collection agencies and his credit rating would be dinged.
For that kind of money,would Paypal take the paypal account owner to court first?

That is why it would be in OPs best interest to resolve this quickly, no investigation that way. I guess he can't afford it though. Being in the UK, he is actually more exposed. They have much harsher laws on ⊗⊗⊗⊗ goods. A guy from this forum did serious time over ⊗⊗⊗⊗ Apple chargers. the thread is still here somewhere. He was UK located.

Since his buyer is reselling these watches,if they are counterfeit,wont the investigation get him involved as well?
maybe OP can ask him to withdraw the chargeback and the 2 parties settle outside Paypal

If there’s a true of this story PayPal will open investigation and reach to the law enforcement obviously the owner of the PayPal or who ever their information attached to that PayPal account they will go to court

Could not agree more with you guys. Helping crooks actively hurts people that run stealth for legitimate reasons(eBay being a dick).
Anyway nobody can help this guy unless they send him 62k. He is screwed.

Well,no one wants to go to jail.
I still think this buyer is reselling counterfeit watches to others who sell on WMT and other venues,he sure does not want to be investigated.
if what OP is telling us,after filing chargback of 62K ,which involves 500 michael Kors watches,he inquired a large order of Cassio watches!!!!!!
HAVE the guy whose Paypal account is hit,he is in USA,call him and ask him to with draw the chargeback and settle outside Paypal.
(The buyer is in USA,he is filing chargeback because he cant sell them,he is in trouble)

I do recall a case awhile back out of Florida, it was a civil suit brought from a collection agency assigned by PayPal to recover funds owed, and it was a lot less than $62k.
There tends to be a possibility if the amounts are large enough they won't charge off the debt and reassign, it might be dealt with by their in-house legal team.
The OP is best advised to consult with either a Consumer or Business attorney asap.

OP said he always send buyer a sample watch before filling the large order,it sounds like they both know these watches are counterfeit!
I would still say ,call this buyer and tell him to settle outside cc and Paypal.
Any investigation can drag the buyer in,as he is reselling these watches to buyers who then resell on WMT and get many returns.
the buyer bought 500 Michael Kors watches,I bet you most of them can be found on various internet sales venues!
And he is interested in buying more,Cassio watches!
and what about the guy OP bought from,he is in Canada,he could be dragged into the investigation too,where did he get 500 Michael Kors and Casios watches?probably from China!

Looking at the OPS previous posts on this forum he is clearly a VERO seller. His buyer knows exactly what he was buying but also knew he could get away with this scam all day long.
