If you want a red necklace but buy a blue necklace by mistake, first you open an eBay INAD case, then you open a paypal INAD case, then you chargeback your credit card. It is your right as an American consumer.

Paypal released the $$ since the buyer did not return the item,so unless the buyer goes to his cc issuer,we wil just assume there is a happy ending for OP .
Ebay is such a horrible place to sell anything that expensive

If payment was as G&S then CC chargeback is PP problem. But, PP can limit seller acc and ask ID and docs about that case

yes,Paypal holds the merchant account so it would get hit,but it would waste no time and pass it onto OP.
This is not a case of INR where you can show tracking and signature,it is INAD,and if cc issuer sides with the buyer,Paypal would not eat the loss.
CCissuer is known to allow buyer to keep the item and get his money back,depends on what he told them.
No return policy is interpreted as you dont want it back,so dont bother to return it.

but buyer has ample time to return the item,so lets hope he decides to keep it,OP never tell us what is the $3k item?
