I agree with Icykid298 here.
Same situation happened to me when connecting a new bank account (it happened several times). Every time I linked a new account, before I could withdraw funds, I got that same message. All I had to do at that time was call them and let them know I was trying to withdraw to my bank acc but that I couldn't because I was getting that message.
After that, they simply do something on their backend (call it unlock/authorize/approve or whatever you like) and then asked me to try again. Worked every time for me. (Bank acc linked was from the US).
