How to win a paypal dispute

Hi as a paypal buyer that's being messed around I'm wondering what happens if I file an item not received case then after I file it the seller posts and provides tracking then wins the case but the package that arrives is empty / contains a ⊗⊗⊗⊗ or damaged item. Can I open another item not as described case or am I only allowed to open 1 case?

Ok thanks I thought so just wasn't sure as I think in the old days you could only open 1 claim per payment
