Can not add PP to EB for seller fees payments.

All of sudden can not add paypal as Ebay seller fees payment method. Receiving this all the time:

Sorry, we weren’t able to set up preapproved payments at this time.
Please return to the merchant and choose another way to pay.

Any ideas how to deal with this?

OR was the PP disconnected ?

Sounds like a security measure in paypal.
Id wait and try it again in a few days.

Tried on few accounts- 1, 2 and 4 weeks old. One which was 2 weeks was ok, other two just stuck on this error. Waiting a few days gives nothing as i been waiting for a few days before creating post.
PP was not disconnected, i try to link it first time.

Would it help to make some small purchase on eb and paying by card??? Or this is useless?
