I had to provide ID and a bank statement. Without providing this I was able to send ~ 200€ with XOOM.
Money was in a Moneypool first.

Answer to your questions, I tried withdrawing balance from a limited paypal acc and got this error:

You currently can't send with Xoom
You currently can’t use Xoom with your business PayPal account. Use your personal PayPal account to access Xoom. If you don’t have one yet, it’s easy to sign up. Go to our Help Center to find out more.
