Adding money to pp via bank ***help***

I added a bank account on day pp account was created. Confirmed it & then added a debit card to account. But pp security will not allow me to add money from my bank account. Says try again later. Opened more accounts & same issue with different details. This has never been an issue before. Can anyone help with steps taken to avoid trigerring pp security. Is there a waiting period before adding bank?

new account = 0 trust from paypal. you need to build trust and history on your new account. no other way

You'll have to add an SSN to add money from the bank to your PP balance.

What do you need the money in PP balance for?
