Paypal dispute: item not received and held funds(OFF ebay transaction)
 
i sold an item for over $250 on paypal and it was a off ebay transaction. I shipped the item with tracking number but the signature option.The item was shipped a week ago and on the canadapost website it said the item has been successfully delivered.

However ,the address was not shown due to the canadian privacy act and the buyer claimed that he did not receive the item. So the buyer opened a dispute saying the item has not been delivered.He asked me to call canadapost to figure out what's wrong with it, which i did and they will start investigating and get back to me after 5 business days.

*Now my fund is on hold right now, is there anyway that i can withdraw the money?
*any advice?

input the tracking in to paypal, if it is the norm to not show address in Canada, then you should be fine - although cannot see how this works out, I mean you could put any recd tracking in doesnt mean it coresponds to address, but whatever. You mean nothing shows as to where it went, no zip? If you have receipt, does that show the address? that might be what clinches it for you.

You can't withdraw unless the dispute is resolved - and even then, hope for no problems after.

You need to resolve this with the buyer asap - you won't be covered for seller protection as this was an off-ebay transaction.

so if i fail to provide a the signature confirmation, would it be a problem?
since it doesnt cover the seller protection as this was an off-ebay transaction?

rsot, the seller only needs to prove rcd thru tracking, that is the only seller protection they will get, but its provable surely in Canada

Rcd is like received. My bad - tracking number is only necessary. But yes, save the receipt - Paypal will probably want a copy of it for their own tracking purposes during the dispute.

It doesn't mater if it was on or off ebay. The tracking rules are the same. The only difference is the seller protection from eBay sales.

PayPal likes signatures for disputes. How did you send this? Xpresspost. expedited? You say you cant show address? Because of security? I'm lost here. Did you fill this out by hand or use any form of online way of shipping? Online tracking wont show address it went to obviously. But you do have proof of where you sent it somehow....

But bottom line is they want signatures. You don't have one so its up in the air. All you can do is provide PayPal with tracking number.

i sent it as expedited and i do have the receipt which i will scan a copy and submit one to paypal. However, the receipt does not show the buyer's address.

what i want to find out the most is...in this off ebay transaction..does paypal need the signature confirmation or not? without that would i be able to win this case?

I have always lost without signature. Every time. Its PayPal, never no real consistency with them. So you can never know. Just get them what you have and hope for the best.

If buyer received it and noticed no signature and is trying to rip you off, probably. If it was delivered in error and makes it to him you may be ok. You do need to be braced for worse case scenario though. Without signature its not great for seller too often I'm afraid.

Well, if its signed for that's a different ball game.

Problem is there are people out there that will steal. And when we sell, they will steal off us. It always sucks, and its always frustrating. Its just the way it is. Maybe he really didn't get it, who knows. Try dealing hands on close with Canada Post. Maybe they can find it. Maybe insurance will cover some of it.

Canada Post will probably investigate; however, not too hard I am sure. ALWAYS have tracking number.

I cannot understand how paypal can accept a tracking number if they are unable to find out the signature or address (at least zip ) it went to. This would be open season for scammers, SELLER scammers....I mean a seller could send tracking to themself, it shows as received but not where and who - no, something doesnt smell right about this type of tracking and the details in this thread. In the world of paypal, tracking equals everything but tracking means nothing unless it was traceable - are you sure you didnt just send it regular post?.

i sent it as an Expedited Parcels, which comes with tracking number and insurance.

the tracking information on the website only shows the Province but not the specific location.

Tracking shows zip. And if signature name of who signed

Sending item with just a counter receipt with no address was a mistake. Hard lesson learned. Item of this value should have been done electronically so better info was vailable

Canada Post internally is a solid service. I am not too clear about your case - did you send WITH signature option? Most postal counters will want ID for the person to pick it up.

When you send the package you get the 16 digit code to input into Paypal - you input it and you are covered to show it was sent. Paypal will verify the dispute and see that the package was delivered - and signed for. I had this happen to me once where the buyer claimed not received - about 1.5 years ago. I showed tracking number and on Canada Post show signed for and delivered. Paypal protected me - was an eBay sale and amount was $1758.50 USD.

Instead of stressing what paypal will do [they really seriously don't care] you need to get on top of this yourself. Its not easy, but I've done it before. If this was really sent to the wrong address, get on top of Canada post. Now. Every day this drags on the less likely it woks out for you. Seriously, and I cant stress this enough, nobody cares one bit about this but you.

that has to be the postal services mistake. you need to tell postal service that you would lose a claim from paypal unless zip and or signature shows up soon.

Possibly buyer looked up tracking and said hey this is a glitch, I will try my luck ......

as for paypal , well province is better than nothing but I cant see them helping unless they can see where or who it went to, a little more definitively, all is not lost submit what you have and fingers crossed, they may see it is an obviously glitch in tracking and allow it.....

Its very important that you understand that with no signature counting on PayPal is a long shot

Dont sit back and hope they will help. You need to get on this yourself.

Is buyer communicating at all? Does your gut tell you he really never got or is thieving?

If he's communicating its nice to have him on your side. I had a buyer go to closest post office with number and package was actually there returned by person who it was delivered to wrong

He's just trying to burn you. If he thought there was the slightest chance he could lose the case and not actually have item he wouldn't mind a 10 minute drive to PO. He knows he safe because he has the item in his hands.... You have done all you can. Just call CP again on Monday

Now you have to wait I'm afraid

i can only hope he is not lying. he actually did call canadapost by himself before i called and asked me to follow up with them since i am the sender. So i am the only one who can request for an investigation.

Well, that helps. I never trust a buyer over a missing package unless they freak out thinking they are at a loss - It shows genuine concern ;)

With no signature you are not likely to win, so keep that in mind so it doesn't hurt too much. But you may get lucky, it happens

If you have local sorting offices then call the buyers local sorting office, as you can often end up talking to the actual postman who delivered it. That is why scammer buyers do not like calling them.
Say that the buyer (Name) said they called you but you would not give any information so I would like to know what happened to the parcel I sent. That way they may say it is the first they have heard of it.
But as everyone said do it soon, as you will be surprised what postmen remember.

In reality if you can't prove they got it with online tracking then you lose.

he got the parcel earlier today...someone in his neighborhood delivered the parcel back to him..thank god...so he closed the dispute. thank you so much guys
