Ebay buyers have reported that Chinese sellers are selling gold with assay card,since it is sealed ,you wont know until you open it,when you open and find it is real,it has lost some value since it has been open.

Have you looked into Western UnION website,it accepts paypal,you can send money to yourself and pickup the money at local WU office with proper ID.
Not sure if it would work for you ,but worth a try

You have to go to APMEX site ,they do ship overseas,but what form of payment and what address?

APMEX does accept Paypal and ship worldwide vis Fed Exp,but it did not say if your ship to addresss differs from your Paypal address?
