Seller sent partial refund Paypal held all funds.

I don't buy much anymore but made a recent purchase via ebay. Long story short seller sent a partial and Paypal held all my paypal funds for 3 business days. I've given out partials before but never been contacted by a buyer on such a thing. Is this common practice or something new?
