Need help w/Paypal stealth accounts...

Ok so Etrade verification has dried up so I need a new method. Can I use a AVS VCC to verify Paypal and start selling on eBAy without getting limited? I would later add a BofA account to withdraw funds.

Also for the AVS VCC's are they necessary when I could just use a Visa Vanilla?
