Non-eBay holds

All my accounts seem to be getting holds on off ebay transactions, anything I could do while setting up accounts to try and avoid this?

No.. there is nothing you can do. Holds are there for all new accounts, it is very rare to get a new account without 21 day holds.
Paypal will choose to put on holds any time the feel like.

Okay, I am guessing this is a new policy as 6 months ago I never got holds on off eBay transactions.

Random holds yes, but not holds on all new accounts.

For US Accounts it has been on there for the last two years that I have been a seller

However I have never received holds from transactions outside of eBay, with 100+ paypal accounts only with eBay transactions

I just (2 weeks ago) got my first hold on a non ebay transaction, on a new (under 90 days) account....I had never experienced it before either.
