When you say you have the request, you mean that you have the little notification by the bell looking icon at the top-right of the paypal home page saying, "To remove limitations on your account, update your settings. Provide Tax information."????
Because that's what I have on mine, so I just assumed I still could not receive payments, but I never actually tried to send money to this PP...
