PP requested SSN / EIN / ITIN for non-US account

Got a request from the PP recently:

We're asking for your tax ID number due to new IRS rules. Your tax ID
number is one of these:

- Your Social Security number
- Your Individual Tax Identification Number
- Your Employer Identification Number

But I can provide neither of these, as it is a Latvian paypal, and fully verified with LV details, and there are no such things in LV, that were requested. What to do?

I'd suggest calling them and explaining the situation. Might be a glitch of some kind...

The same problem with Moldavian PP. Looks like a glitch but I'm not sure.

It got sorted by just clicking on "I am not US resident" in the PP account. I wonder why do they ask it if I state that I am not US resident when opening the account...
