What I will do based on your advice is the following:
1. Fix VPN leak: block non-VPN connections with Firewall.
2. Buy each VPN from a different country to avoid IP range problem (24vc)
3. Try to find different VPN providers (no luck finding one good for stealth so far)
4. Completely different names / addresses for the accounts (as IPs will be from different countries)
Do you think there's anything else I should account for?
All this after calling PayPal of course to verify the problem, which I can't still do as my SIMs don't work in this country. |

But jokes aside, indeed, I know the importance of making it seem that each account belongs to a different person.
Yet creating 100% unique listings and using a different service for everything every time is uncomfortable and time consuming, so it's really practicity vs risk of being caught. |

VPN is generally good, and the ones I use are very stable.
People talk of dirty IPs, I log all my IPs and never repeat and dont seem to have any issues, and I'm sure many people have used them for Ebay/Pp before.
Like logging in from Starbucks, they are unlikely to limit you on IP alone. I suppose if IP drops then that might cause issues.
I operate some of my UK accounts from thousands of miles away. I even created some foreign PayPals from a diffrrent country IP |

I had the same issue on 29 July. With my Latvian stealth Paypal accounts.
Limited huge part without any email message.
I am still trying to figure out what caused this limitation... |

I dont even bother logging ips as I noticed with Verizon the ip can change every time you click a new page. I have not had one single link in 2-3 years yet. The main stealth is tied to my home ip. And even know the isp lists it as a dynamic ip, I havnt seen the ip change once in over a year. That is until I bounce mac address through the router then it changes. And the weird thing is I put back the old mac address and old ip comes back. ISP seems to generate ip depending on mac here more than anything.
Even more interesting is my isp buys internet off of verizon as I have done some trace routes and discovered verizon Fiber is their provider..LOL! |

I use Broadband DSL, Verizon Mifi, ATT Mifi, Sprint Mifi, Boost Mobile and sometimes tethering... Yes it can take time and doesn't happen often with some providers, but eventually you will duplicate IP. |

I am hypothesizing ebay doesn't track mobile ips from cellular networks. Because they change constantly like dropping a tower etc. |
