It wont allow you to because the paypal account...

It wont allow you to because the paypal account is limited/suspended, so you will get an error message when trying to link it or sell an item on ebay...

your best bet is to make a fresh ebay...

this is what you have to do:

go to ADD TRACKING INFO

SELECT OTHER

THEN INPUT "ISSUE FULL REFUND" OR "ISSUE REFUND"
