Nothing is a surprise from ebay or paypal for that matter, however ask yourself WHY are they using phake names to cover themselves for? Maybe because they scared someone is finding them on Facebook,...

Right, you don't want to 'HIDE' your IP address, eBay/PayPal doesn't like when you try to do this. Simply change your local IP address or use a different ISP and you will be good to go.
