If your bank doesn't support it, look around for banks (or even online banks) that do. By having the bank local, you may end up getting the best conversion rates.

I've had this problem many times, apparently it's a security block by paypal and only thing you can do is send multiple smaller payments or just wait 24-48 hours, but i know you can't send multiple...
