I have never tried that, but I don't think that's true, because it doesn't make sense.
Maybe only VCC without AVS, but it would work everywhere not only in amazon.

Back in 2010 when i got banned I owed $240 in fees to ebay, at the time i didn't had any money so I didn't pay anything to them, they just spammed my email with final warnings every day for two...
