Only in very extreme circumstances such as the limited account is limited due to the owner of it not being 18 when first opening it. There are other example but I can't recall any at the moment

Virwox is blacklisted on Paypal's side, so any association with them might result in a suspension, so not good long term.

No captchas. Could be your setup that has a faulty piece(IP, timezone, suspicious cursor movement, browser user agent etc)
