The same thing happent to me... I withdraw around 5k. Then transferwise shut my account... the funds got returned.. and just today 1.3k left my account "PayPal's damages caused by Acceptable Use...

Why would he have a chance if he wasn't a minor??? Earlier you guys gave him advice to file the cssr thing.. Because you still can prove that the money is yours. But now...??

Technically you still have a chance, since your documents were denied you have not proven your identity so you can prove that it is your money.
