What does it mean to use my local IP but change it physically? I just looked at IP Burger...might go that route. I haven’t had trouble for over 2 years, so I always thought I was ok.

I am trying to withdraw money from Paypal and when contacted they tell me it is because I am using a IP Hosting device. I use Express VPN. They told me I need to wait 24 hours and log in without it....
