I tell my seller to send it through jfk and that's where it goes every time. Customs has nothing to do with deciding where it goes, it has to do with the zip code.

That's probably because you're in an area that could use either one, if you tell your seller to change it to a NY zip then it will go through JFK which is what I do and it goes through JFK everytime...
