Return shipping from China to USA

I have a fairly high dollar item that I need to have returned from China. The buyer says that he wants over $800 to return this 3 or 4 lb item in a small box. He says that he needs a CCC certification in order to ship the box a cheaper way. I have no idea how to get that and I only vaguely know what it is. Does anyone have any suggestions to ship this small box to the USA in a more economical fashion? I would like to create a label and send it to him to make things easy but I'm having a difficult time. Thank you for any advice.

Is there any merit to his CCC certification claims? He says he can't ship electronics without a CCC certification.

The buyer accepted $100 to ship it back finally. We'll see if it makes it.

For what it's worth I think there's a chance the buyer is being truthful. It's hard for them to ship a lot of different things out of China which has a lot to do with suppliers using consolidators/forwarders to ship things from Hong Kong or Taiwan rather than mainland China. I've heard car parts and electronics are affected most by CCC regulations.

Well this fell through.. He says that the shipper wouldn't accept the item. I'm running out of options here. Is there anyone in China that I can pay to receive this item and forward it on to me? This is all I can think to do.
