What has changed as far as account creation within the last year?

Is MP over a year old,?
Make an offer change-if a buyer makes an offer and seller accepts,and buyer does not pay immediately,the item remains available for future offers,so if someone comes along and make a higher offer,he would get the item.
Also selling digital goods in certain categories,you have to apply,unfortunately Ebay is not accepting new sellers,one category I know is coupon,

It is more common Ebay is asking seller to produce vendor invoice to prove he has the items in stock,a retail receipt is not a vendor invoice
