Default Questions about chargeback after 190 days on borrowed paypal account

I just started using my friends Ebay & PP ((about 2 weeks ago)) account to move some merchandise and this am I got a notice saying that:

We were recently notified that one of your buyers filed a charge back by
asking their credit card company to reverse a payment made to you on Jan
13, 2010. about $600 transaction

Charge back is a process initiated outside of PayPal by the credit card
holder, and the outcome of the charge back is decided by the credit card
company, not by PayPal.

Thats 190 Days!!!!!

The buyer claims that the item was damaged on receipt or is significantly
not as described. The credit card company wants additional information from
you about this transaction.


Then to make things worse they reversed a bank transfer there reasoning of course:

Recently, your account balance became negative. To cover your negative balance, we have reversed "Pending" electronic funds transactions that you had initiated from your PayPal account. This is to confirm that the following transaction(s) have been cancelled:

Withdrawal Type: Bank Transfer

Withdrawal Amount: $XXX.XX
Initiated on: Jul 20, 2010
Cancelled on: Jul 20, 2010


Here are some of the faqs that I know right now.
-Sale was 190 days ago
-Buyer never tried contacting seller, my friend.
-Buyer left positive Feedback.
-I hate PP more and more every day
-I have only used his account for 2 weeks, charge back is his
Here are my questions:
-I thought 180 days was PP limit for charge backs?
-Is this worth fighting, is there any chance of winning?
-What is the best way to go about fighting this charge back?
-I never tried using PP Sellers Protection is it worth a shot

I am not worried about getting my $$$$ my friend will pay me but what about fighting this and trying to beat the buyer were talking about $600.00. If you have this situation how would you handle it???

So bad to hear Uncle Billy - I had one like this go down but was 1 week after my sale not 190 days.

What I did was I sent all proof to Paypal - tracking number, buyer's e-mail, screenshot of positive feedback showing reception.

Honestly though, it did not seem like Paypal did much to fight the credit card company - I think they said they were going to keep trying but you know how these companies go - they cut their losses quick in order to avoid putting more manpower back and forth.

What I haven't done yet is RING the buyer - pull his contact info and see what he has to say. Maybe you can work it out - how far does he live? Lot of factors to consider...

PP Seller Protection I will have to explore - I am going to get back into this case of mine...

I thought the max time line that a buyer could dispute anything was 180days?
It would be great to hear from someone that has the faqs on this mess

Its not easy, but if buyer rants and raves to credit card company they were ripped off or scammed or whatever they want card company will do a chargeback even after 180 days. PayPal wont do anything I'm afraid.

Ya, PayPal likes to talk a big game about this and that. But they have to bow down to the credit card companies. Its their bread line, so they dont put up any fights. When something is done within PayPal they get their say for sure. But when it comes from the credit card company itself PayPal is a non player in reality. And a credit card company has the customers back. Right or wrong, its pretty easy to file a claim.

I had a chargeback once a year after purchase, with signed proof of delivery > Credit card company wouldn't even talk to me.... "If I wanted to pursue it with the police I could". But card company showed me the door...

Pull his contact info from eBay at the very least and ring him up - ruffle his feathers a bit.

There is no SPECIFIC time limit for chargebacks, only MINIMUM times. Each issuing bank cam impose their own time limits. Uusally, the longest time is 180 days. But American Express is known for VERY LENIENT chargeback policies.

I don't even know why they allow 180 days (except, maybe, for cases of outright fraud or under very unusual circumstances). It seems to me that a buyer should know whether or not they are satisfied within 60 days. Surely it is not too much to ask for a buyer to open and inspect a package they received within that time frame.

Chargebacks cost EVERYONE money, just like shoplifting. I'm sure that most, if not all, retailers build those costs into their pricing. So we ALL end up paying for bogus chargebacks.

In these cases its usually just a plain ripoff from buyer. Or an absurd thought process on entitlement on just how long they can change their mind [Seen a women at a store last week trying to return something from 3 years ago and was furious she could not]

Card companies will also put a quick stop to too many chargebacks. I was notified by Visa once not to ship an order payed through PayPal as the card holder had a track record of filing too many. How many and how long I wasn't told. Just not to ship. This wasn't a stolen card or anything, just a guy who stumbled onto the free range chargeback loop hole and was abusing it. I was lucky in this case. I'm guessing the sellers before me were not.

I was surprised they contacted me 1st, before PayPal even. But I have to assume this guy went way too far with his chargebacks and they finally put a stop to it to a point were they wouldn't even let him buy anymore. How bad it has to get before they even look into it is anyone's guess

But in most cases its up to seller to recoup funds.

Ya things like this is why the economy is going so well. As long as I pay for something with a credit card if it breaks I can reverse the charge...or do what most do rack them up and file bankruptcy.

All depends on the credit card company UB. Most have 3 month policy - some have 180 policy.

Your buyer may have initiated something WAY back and credit card company got lazy so he forced them to move. Very odd situation true but your only action is civil court and that's a pain.

Ring up the buyer - see if you can work something out - he might be dishonest but can't hurt to try before you consider stronger POWER moves.
