Yes, eBay DOES suspend buyer accounts. So does PayPal.
eBay and PayPal profit from automation. Any time a human being has to investigate something and get involved, it represents a cost to them.
The vast majority of eBay buyers NEVER have to file a Buyer Protection Claim, or get an eBay rep involved in their transactions. And very few sellers have such claims opened against them.
So, while eBay certainly suspends sellers who have a history of multiple claims, they also suspend buyers who have a history of filing such claims. With the buyers, they MAY take some extra care to really look at what happened and give them a little more leeway. So, if a buyer opens 3 claims, but the sellers have a history of multiple claims, the buyer will probably be OK. BUT, if the buyer files multiple claims against sellers who have no history of claims being filed against them, then eBay knows that something is wrong.
eBay knows that some buyers try to use them to scam free merchandise from sellers. And, some people have a history of complaining about everything, all the time. These people are NEVER satisfied, and try to find any reason they can to complain. In either case, this costs eBay time and money. So, eBay WILL suspend buyer accounts.
