eBay recented adjusted a lot of internals of their website. I have noticed that the age of the account plays one of several aspects in determination of your selling limit now (at least for me, different aged accounts have different selling limits).

That is the major q there - the more you tests things out, the more you learn - there are many variables at play and with practice coems realization of what works and what does not.
This is an open sub-forum and quite unlikely to see any tactics listed out here.
I've heard by some people on here that you can get your limits raised to 500/$5000 by linking a Paypal to your eBay account right during it's creation.
I haven't tried it yet.
Just so some will know in my testing I have found either I get no limits at all or higher limits on accounts that I create the paypal first and let it sit and then come back and create the sellers account after.

Please elaborate. You mean let it sit for an specific period of time or let it sit minutes after it's creation?
I have found aged pp accts to work great - i have a ton of personals in back up, I may be persuaded (2-3 month olds) to help out. lol :D - PM
I make a new ebay and connect it too my aged backups and then it's all good. But you need to go slow and build your accts. - many accts with a few sales on each and build feedback. Spread out your risk.
Im having the same problem I started a legit account cause of new laws and have an account that i'm pretty sure is 90 days old. I have 143 feedback with no negs and I am at the 100 listings and $5,000 per month. I am not sure why my limits haven't been lifted. I am hoping just as I esablish selling history the limits will be adjusted.

^^^ yea, that's definitely not guaranteed. I've had multiple legit accounts created just in those steps and there was nothing even close to 500 and $5000.
best thing is to be patient.. highly recommend open one ebay account/ paypal, VERIFIED.. and sit...
at least 30 days
during those 30 days.. search in the help section.. just random searches "sell" "how to sell" "fees" etc..
click on random links.. do that 1/2 times a wk for 30 days.. after the 30 days are up.. set up a selling account.. site map/sellers learning center/create acount.
