High risk isn't just a matter of category.
High risk is also final value cost AND credentials of the buyer. You could be in the lowest category ever created - but if your buyer just made his account and pays on a credit card...expect some issues...
I once sold 60,000 unbranded golf tees. Job lot at 0.5p each  Buy it now sold within a day. £300 in PayPal. Twos hour later - limitation.
You can't get much more 'low risk' than unbranded golf tees! I refunded, sorted the issue and re-listed as 30,000. Two payments of £150 - no problem
It's hit an miss. But I 'roughly' see £260ish as the limit in UK for a 'no problem' first/second/third/fourth sale.
