Two examples of high risk items are genuine branded items and fa ke branded items.
If you do not have the permission to sell the branded goods from the verified rights owner (VERO), then they can have your listing removed.
This can result in e bay punsihing you with violations and yes if e bay notices you listing such items they will start snooping through your account, which could lead to them linking your account to a suspended accout you have.
If you don't get linked then e bay could ask you to verify yourself and proof of your items. Which is harder for someone operating under stealth then someone using real details.

The criteria could be branded items, high priced items, using copyrighted text and images etc etc
