I am not an expert, but I DO know that any product classified as containing "hazardous materials" can be subject to all kinds of laws, federal, state and local. Selling such items could be a nightmare, as you could end up violating a state or local law without even knowing about it.

It is hardly surprising that Amazon subjects these items to higher scrutiny.
