Need advice on an old EBAY id

I recently found my old old ebat ID.It was reged in 03 while I was study in NEW ZEALAND.It has 56 feedbacks from both selling and buying.It been suspended due to nonpayment,Owning about $30 usd to ebay.I called up and they said once I pay that up they will automatic release it to use again..The questions is can I active it up to use for sale again??I am in CHINA now and there is no VPN service available in new zealand.So no way I could get a NZ ip to use it.Should I change the country and regested address back to china and use it here??Or it not worth a risk?Its all under my true infomation regsted.All my suspended accounts are ⊗⊗⊗⊗ so my real id still work.

Anyone know what special with a 03 id and if I use it again after years will it still get easily suspenended like a 09 new one if I change the reg country to china but selling safe non-VERO stuffs?

They probably won't reinstate the account if you pay the fees. This is a trick they use to get you to pay them, although, that's not a lot of money. I'd try it out for sure. If they reinstate it, you'll be able to sell again. Just change the address on the account once it's reinstated. People move all the time, also I wouldn't worry about the VPN, you can list in whatever country you like. There are thousands of sellers in china who list on the US website.
