What am I doing wrong?

Whenever I make a new ebay and paypal, my paypal usually gets limited after I receive about 200-500 dollars. The most I've been able to make on an account before getting limited was a little over $1000. I normally only vcc verify my accounts, is that the problem? I'm buying a bank verified paypal from Lakeman at the moment, will that help in anyway?

What are you doing wrong? Probably nothing except you may not understand that paypal will limit accounts at any time for any reason & amount. Get over that mind set and start to use accounts correctly.

This means you need to be prepared. You need to have ID, invoices, phone numbers etc. Even purchased accounts face this problem.
