ebay are (simply) not allowing you to risk their having to refund based on monetary values. Your account got flagged. Everything looks kosher to you. Regardless the account is flagged & therefore the ability to list is curtailed.
This is likely an account to rest for listing. Possibily buy a little, get buyer FB. It's one of those things. Have you other accounts to use?
