Default IP Address and Different Windows Usernames

I was wondering if it is possible to make a new paypal account if i did this....

1) logged into windows user account 1, logged into my ebay and my paypal.
2) create a second windows user account
3) create a paypal account (and an ebay account) in the 2nd windows user account
4) verify the paypal account in the 2nd windows user account, but NOT change the IP address

would step 4 be critical or can i get away with not changing the IP address?

I am fairly sure you would be IP linked in spite of different details. It could come back to bite you later on if one paypal gets limited....

I will wait to see what other folx say.

Is this something you have done or are worrying in case you do it, or is there a reason you can't change the IP?

It is one of those things that people do not do just in case, even though technically it is possible that after you signed off ebay/paypal that someone signed back on using the same IP.

I suppose the problem would arise if you were doing it constantly.

You're probably right. I think this seems the most sensible/obvious way of doing it. I was just curious if it made a difference or not as its hassle having to restart modem when you have a lot of accounts to manage
