Is there a connection between new ebay selling limit and MC010?

Now that these stricter selling limits are in place, does this mean the MC010s have eased up at all? Before, I would get hit with an MC010 EVERY time I listed my first item for sale.

Do you sell VERO? High or low dollar items? How many do you list when you start? Do you use a service like auctiva/vendio/etc to list?

Any other input on this would be great.
