Not at all.
eb ay and pa yp al collection is DIFFERENT. eB ay will send an invoice to your paypal - on pa yp al you can have eb ay as either automatic payment or not so the end result depends on your choice.
If auto, pp balance goes negative, your account will be limited and yes pp will dip into bank account.
If manual, pp account remains unaffected BUT your eb account goes delinquent and eb account = the end. pp will likely remain unaffected.
