Default Paypal claim outside of ebay

I had filed a claim in December for some merchandise that I bought outside of ebay. Half of the merchandise was damaged during the delivery. I guess they didn't have enough bubble wrap before shipping the package. By the way I purchased from aliexpress. Has anyone else filed any claims outside of ebay, and if so, how long did it take paypal to make a decision?

Aliexpress using escrow, why don't you file with the escrow service that they provide?

I tried going through there escrow service, but they only wanted to refund 25%. Then they wanted me to return them for a full refund, which would have cost half of what I paid. I just decided to file a claim with paypal. Figured I would get the refund alot faster. Seems like paypal is trying to cover there asses by trying to delay the process. They know everything that is ordered on that site is more than likely to be ⊗⊗⊗⊗. They keep asking for additional info, but everytime i send them the info, they back up the claim another 30 days. All of this for $240 lol.

I'm happy I get a very good seller. But sad now his store is empty for a month and I can't contact him
