I have had it the other way round - eb dead, pp good
I just opened another eb, used old pp with an added new email and it was all good
But that was the other way round to your question, so logically the outcome would be opposite - no good - but thats logic for you and their is no logic to eb and pp
If your eb is a good long standing one then you may want to keep it as long as you can.
Change the pp email payment on eb when you list to a new clean pp account and you will be good until/if someone does a manual review - my experiences in UK

My experience with this has been (90% of the time), you can add a new pp account but don't expect to withdraw from it since it will get limited sooner or later.
Therefore, best to go fresh and stealth - why bother with this headache,

^ it lasted for over a year, less than 2. It only got stopped because I suddenly was receiving thousands into the pp and I think someone did a manual review and that was that.
