My Canadian Paypal "stealth "acc is limited
Reason: they asked to add a Card
"Confirm location
We need to confirm that your phone
number matches your address"

I added The Card, works fine! but

"Select a phone number. PayPal will call you back.

I was in similar situation with Canada stealth... resolved with Canada AVS + phone forwarding, for Canada phone not so many options as for USA or UK I searches and tried different and found this one good and with it I confirm verification code from Paypal call :
