I Want To Link Paypal To My Website But Will The Payments Go On Hold Like Ebay The Payment Go On a 21 Day Hold

No they will not. That policy is for ebay only. Your payments will go through from your site.

Chances are they might put a hold even on non-ebay transactions.

New website, new paypal account, no history with paypal as to your worthiness means a risk factor to them.

Solution(s) & in no specific order of importance.
1) endeavour to have another method of payment as well as paypal. ( Dont restrict yourself to getting your own monies)
2) speak to paypal. (shock horror & we all faint). Ask them about using their wonderful services for your business. Find out from them their expectations.

As much as we make paypal out to be the bogey man (& they are), occasions arise where contact is required.
