Yes it can so long as the account was never verified with the two deposits.
I did this very thing ago approx two years ago. The account is still up and in good standing.
It makes sense as someone may enter the wrong account number when setting up an account and then that account number's owner then sets up their own account.
This was on UK Paypal but don't see why it wouldn't apply to US Paypal too.
