Listen carefully, it sounds like you havent read ' eBay Stealth' as you are making some fundamental mistakes already which will lead to your getting linked to any old accounts you have and thus banned before you even begin, so you will be wasting your time. You cant apply for a 'stealth' account using a new bank account and debit card in your own name. You can use the bank account to verify the paypal account, but the debit card - if it is in your name which is linked to a suspended account, will very quickly mean your new account will also be linked and as good as useless.
I cant go on at length about what you need to do as it would take too long. Either buy a copy of ' eBay Stealth' and do your homework, or spend enough time researching everything you need to do to create a successfu stealth account by reading posts in here etc. There is a lot to learn and if you get any one of the stages wrong then all the rest of the hard work you have done will have been for nothing. Yes there is a lot to learn, but its worth it and if you are desperate to sell on ebay you will do it and be grateful you did.
Its soul destroying to have got together a new account, successfully launched some new auctions which could be selling well, only to find out ebay / paypal suspend you again as you have made an error that has linked your new account to your old which means you have to start again...
The £1900 limit is not something you need to worry about right now, there are ways around it, but until you have created your account and had it running for a few months you arent going to get the request from paypal asking you to confirm your identity as you are near to earning the annual £1900 limit. One thing some people do is rather than having to supply documents is to create several accounts and not earn over the £1650 limit annually, £1650 is the limit when paypal start asking you to confirm your personal details. Every 12 months the £1900 limit will reset to £0.00 so if for instance you were going to earn about £16,000 per year then you could open 10 stealth accounts and make sure that none of them went over the £1650 per year limit. To get around the limit you do eventually get requested by paypal to confirm your details which can involve having to fax or upload a copy of your passport / driving licence (photo i.d) and a copy of a utility bill or bank statement (proof of address). Obviously you wouldnt have these documents in your stealth name... but thats another issue!
So before you do another thing, make sure you know exactly what you are doing, make a plan, run it past some of the experienced and helpful people on here to check you arent making any more basic blunders and take your time and you will succeed. I did it, so did hundreds of other people and we all know that it can be a pain in the arse, but its what we have to do to survive on here.
