Sales on items? How does it work?

I have been watching a couple eb*y sellers for a while now. And most of them have this sale on all of their items going on pretty often. Sometimes its 10% off and other times its like 25% off or even higher. How does this work? It says it ends in like 3-4 days and such. Does eb*y do this for the seller or does he have to do this himself?

Then, create your sale for % off, $ off, and X amount of days.

ive finally found a use for windows sticky notes feature, but now my monitor looks like my desk
