I've ran into this issue with an account as well. Used info from PR and they require a location confirmation via landline phone, I have not found a VOIP solution yet that will work.

EDIT: I've had this happen on multiple stealth accounts and also account with legit info. The only thing could've been the quality of IP's, they were all from the same provider, but different locations. These were dedicated proxies with username and password unique to me and each individual account. RDNS provided IP only, no hostname.

someone knows the secret please PM me

I read through this entire thread and I know it's a few months old. Sounds to me that the problem lies in the fact that you guys were using VPNs. This might have triggered it. Heil86 and danshan both mentioned something of this nature, and this could be the solution. You might have to create accounts the old fashioned way and give this one up.

@glacier922, while the VPN use is not recommended...the issue here is confirmation of location with a phone number. It has been identified as a recent issue for some of the well known phone numbers used to register a PP account, that these same services (like GV, tracfone) arent a solution to confirmation the location with a call

glacier922 09-01-2013 11:02 PM

@rsot, I meant that the vpn is what triggered the land line phone confirmation request. Not saying I have any experience in this area, I just read a lot of messages in this thread, and the ones that described their situation in great detail, seemed to have used a vpn. I am just suggesting that that could be the problem.

rsot 09-02-2013 10:01 AM

@glacier922, true point - use of the vpn is quite a strong reason for triggering the landline request...the VPN might have been in the blacklist of PP - as in overused/potential for masking-IP activity. I would agree.

Re: Paypal - Confirm location via landline?

Out of about 80 or 90 accounts... the ONLY time this happened to me was with an account which was about 30 miles away from my access location and with which I changed IPs frequently.

If you have a connection to the address, then flub the call and have them send you a manual 4-digit pin in the mail.

1 out of 80-90 accounts is a rare event - that address suggestion is a good alternative

Are you trying to say that the one time you had this physical address request was on an account where you log in with different IPs frequently? If this is the case, then this could be what is triggering the request. That and the VPNs. I am only basing this on what people are describing.

Hasn't been fully figured out yet but lot of people are able to avoid this step by slowly building up the accounts

Yes. That is what I am saying.

Hmm I log in with my dialup accounts all the time with different IP...even different state IP...no issues like that though

HI.
i`m also getting a screen that says I need call you and it asks you to enter a phone number and unlike the sign up phone number ... i`ve tried used gv, voip numbers, callfoward service without success... appreciate any kind of additional information in order to help bypass this verification..
regards!

Why does it matter?

You have seen and responded to it this same issue being posted in the UK forums and other countries flags by posters. And the USA forums that almost everyone is having this issue no matter where they are located.

Even if this poster would clarify what would be your answer?

Not every clarification requires an answer from me - perhaps from others

In case you have not noticed no one seems to have the answer. You have posted several times in all of those threads and you know full well there is no answer that has been posted yet.

If there was an answer then you surely would have posted it right?

It does not matter what location with this issue, this is a world wide issue right now that seems to be no answer to as of yet.

Thinking since you said you use dialup all of the time that you might have tested this with all those dial up phone numbers you have.
