If you cancel a transaction that the buyer has already paid for, do you get ALL final value fee's back, including listing fee, percentage fee, etc? Like if they charged 10 percent in addition to listing fee's, do you get all that back?

Well the seller does have a responsibiity to attempt to get the buyer to pay.
If an account has more than one buyer not pay, then the seller needs to re-do the selling plan.
Control selling as far as possible. Be efficient
