Limited legit PayPal

I got my PayPal limited due to a ban on eBay. It said I could claim my money left on the account in 180 days.. Now the days have past and got an email saying to claim it.. How do I login into the account with out getting it linked to anything to be safe?

Use stealth methods.

Switch IP address.
Make a new user account on your computer and use that to login.

I have an iPad with 3G is it safe to turn on private browsing and turn on airplane mode then turn the network back on and then log in? Will that be safe so there no linkage done with my stealth account?
