Linking 2nd ebay problem?

Is their a certain criteria in ebays eyes for linking a second ebay to a paypal account. I've linked some in the past but i seem to be getting knocked back recently.

Anyone know of any changes made regarding this?

Certain criteria? No - MANY...but mostly out of laziness...similar listings, photos, etc.

oops i wasnt vey clear.

What i mean is when you click on increase selling limits on a second account it gives you the option to link it to another ebay account. When i enter the first ebay account username/phone number it rejects it and the limits are not increased.
