Do you suspect your man knows the ways of the force (stealth)
Are the accounts he is using new or or accs being used for trading ?

I think your Competitor figured out the 2 accounts he negged were from the same person...perhaps someone running Stealth also.

Ive had the same problem for a number of years .
Again rare items and only a select few sellers in the uk .
There used to be 2 sellers in the uk now there is about 20 selling same line.
I am now 19 of these 20 but still come under attack now and again.
Not a lot can be done unless you adopt the same tactics or just keep blocking the ones you know are not legit.
Goto ebay with this tale and they will think you have lost the plot.
Or hope they dont know stealth and do the same to them ...

message his selling account with a stealth username. Let him know that you would like the feedbacks revised or there will be action taken. Let him know that you request he message all the sellers he's left negative feedback to ask for feedback revisions(so he doesn't know it's you in case he's left others). Also let him know that he may no longer purchase the same products that he left the negs for.

If he does not comply let him know that he will be hearing from you.

There are some neat tactics to really screw with crooked sellers.

Wish it was buddy then we could have an adult chat and come to some agreement.
However when your dealing with guys whos IQ is lower than a snakes belly we are always going to struggle.

Put in a request for his account info for both accounts. See if there are similarities. If not, ring up the phone numbers on both accts and see if the same turd answers both lines.

That is good - cross reference the buyers addresses - still...2 neg is workable...up the positives - block the bidders

Depends on how much flack the OP wants if they turn out to be the same person.

Going to have to keep his two personalities well apart if going near ebay.
