Not sure how ebay does it for Netherlands, did they send u letter when u opened your 1st account?

I don't remember it, I opened my first account like 6 or 7 years ago :P.
Or I just enter a neighbors address/friends address instead.

But they do request proof that you live on that address if you want the limits to be removed. Proof as in: your name on a letter send to the address you registered with.

You can get a Payoneer account without going to the US

Don't use your neighbors address - 1) too close to home and 2) returns will go there? and 3) what if he is on eB already? Nah...you can do better
